About Paulo
Looking back at my 35 years of litigation practice, I soon became convinced that litigation outcomes most often came at a cost that far outweighed the resolution. While serving as counsel to litigants in numerous mediations and arbitrations, I had a front row seat to observe how mediation typically resulted in a swift and party-controlled equitable resolution to complex conflicts that either bypassed, or facilitated, the end of litigation.
Born in San Luis Potosi, Mexico, I am a native Spanish speaker. (I also speak passable Lithuanian, but I have yet to use that in my ADR practice.)
After graduating from the University of Texas School of Law, I was licensed as an attorney in Texas in November 1989 and began my practice with a Dallas commercial litigation law firm. In my second year of practice, I began representing a surety whose niche was bonding construction companies that were otherwise not bondable because of their size and/or lack of years of experience in the construction industry. The bonds were underwritten by the Small Business Administration. Within a year, I had approximately 80 files of troubled projects scattered across the State. That was my baptism into the field of construction law.
ADR Journey
As a young trial lawyer in the early 1990’s in Dallas, I had the privilege of officing next to Steve Brusché, one of the Dallas County mediation pioneers. He was almost single handedly responsible for the institution of mediation by the courts in Dallas County. I saw him mediating almost daily. Seeing the results-oriented benefits of mediation, I knew I wanted to follow in his footsteps.
In 1995, I became licensed as a mediator by the American Academy of Attorney Mediators.
In 2003, I was invited by the American Arbitration Association to join their Construction Industry Panel. Since then, I have been added to the following association panels:

- Commercial Disputes
I have served as an arbitrator on more than 250 arbitrations and have served as an advocate or neutral in more than 1000 mediations. I am a member of the Association of Attorney-Mediators.
As of August 2025, in furtherance of my belief through experience that most potential litigants in legal disputes can benefit from ADR, I am exclusively devoting my practice to ADR, primarily as mediator or arbitrator.

- 2001-2011: Served as outside construction counsel to the Dallas/Fort Worth International Airport Board, beginning with its 2000 Capital Development Program, which included the building of International Terminal D and the Automated People Mover.
- 2003: Appointed by Governor Rick Perry as one of the three public members of the newly created nine-member Texas Residential Construction Commission; and I was appointed by Governor Perry as Chair of that Commission in 2008.
- 2007: West Publishing (now Thomson Reuters) published my book, the Texas Residential Construction Law Manual, the second edition of which was published in June 2013, and is now updated annually.
- 2013-2016: Served on the Executive Council of the Texas State Bar Construction Law Section.
- 2016: Member of the inaugural class of 87 attorneys in the State of Texas that were Board Certified in Construction Law by the Texas Board of Legal Specialization.
- Author and frequent speaker on construction law, ADR, and other legal issues.
